Bihar Planning Service

Formation of B.P.S. 

The Bihar Planning Service was constituted formally in 2009 after cadre formation and is bound by Bihar Planning Service Rules, 2009. Though some of the officers were there earlier but it was only after the cadre formation that the ranks became clearer and newer ranks emerged. 


This service commands various Administrative posts as given in next section.

Ranks

The ranks are written below in following manner:

1. Assistant Planning Officer(APO) / Assistant Director (AD)

Level 09 

Entry through Combined Common Entrance Examination (Bihar Civil Service) through BPSC.

Equivalent to rank of SDM/ Deputy Collector/ DSP

2. District Planning Officer (DPO)

Level 11

Entry through 1st promotion of APO/AD

Equivalent to rank of Deputy Secretary

3. Deputy Director (DD)/ Regional Planning Officer (RPO)

Level 12

Entry through 2nd promotion

Equivalent to rank of Additional Collector/Additional District Magistrate

4. Joint Director

Level 13

Entry through 3rd promotion

Equivalent to rank of Joint Secretary / Collector

5. Additional Director

Level 13 A

Entry through 4th promotion

Equivalent to rank of Additional Secretary 


* Apart from those, there are provisions to get IAS (Indian Administrative Service) provided they fulfill special criteria and are of good repute. If they are given IAS , they are allotted cadre dating back to 6-8 years and have to undergo the same procedures as regular IAS trainees do.

Responsibilities: 

(A) Field Level

1. Administrative Approval of Various Schemes- Central and State.

2. Preparing Annual Plans for various Central Schemes.

3. Member of various Purchase Committee

4. Inspection of schemes

5. Administration of DRCC (District Registration and Counseling Centre)

6. To monitor, instruct and command LAEO 's Superintending Engineers,Executive Engineers, Assistant Engineers, etc.

7. Law and order responsibilities from time to time basis.

8. To Train various officers.

9. Coordinate with Public Representatives like MLA, MP, MLC , Ministers etc.

(B) Department Level 

1. In charge of various sections like  Establishment,etc.

2. To monitor and supervise Field Level Officers.

3. To prepare State Level Plans.

4. If in Planning Board, allocation of Resources to various departments.

5. To coordinate with NITI Aayog , Ministry of Home Affairs and other such Central Organisations/ Ministries.

6. If posted as Asst. Director in other departments(44 such) , to coordinate and plan for the respective departments.

7. To establish coordination with Vidhan Sabha and Vidhan Parishad.

8. On deputation to Central Government.

9. At higher level of Bihar Vikas Mission, Local Area Engineering Organisation, Directorate of Statistics, BLADA, Bihar Statistical System Development Agency, Bihar Apada Punarwas evam Punanirman Society (BAPEPS). 

10. Various other such responsibilities at state level. 

What core schemes come under Planning and Development?

1. BADP - Border Area Development Programme (Ministry of Home Affairs, Centre) - 10-20 crore per Border District

2. MPLADS - Member of Parliament Local Area Development Scheme - 5 crore per MP

3. MKVY - Mukhyamantri Kshetra Vikas Yojna - 4 crore per MLA/MLC

4. Special Central Assistance - For left wing extremism affected areas.

5. 7 nischay yojna - Svayam  Sahayata Bhatta yojna , Kushal Yuva Program , Student Credit Card Scheme.

6. Panchayat Sarkar Bhawan.
7. Mandir Chardiwari Nirman Yojna.
8. Kabristan Gherabandi Yojna.
9. Various other schemes that are allotted to department from time to time.

ENTRY THROUGH BIHAR CIVIL SERVICES EXAM


1. First batch that entered the Bihar Planning Service through CCE (Combined Common Entrance ) conducted by BPSC  was 56-59th Batch.

2. The second batch was 67th Batch.
